ASV - The righteous taketh knowledge of the cause of the poor; The wicked hath not understanding to know `it'.

BBE - The upright man gives attention to the cause of the poor: the evil-doer gives no thought to it.

WEB - The righteous care about justice for the poor. The wicked aren't concerned about knowledge.

YLT - The righteous knoweth the plea of the poor, The wicked understandeth not knowledge.
